The Relicensing Process

Pacific Gas and Electric Company (PG&E) and the City of Santa Clara intend to file an Application for New License for the Bucks Creek Project (Project) utilizing the Federal Energy Regulatory Commission's (FERC) Integrated Licensing Process (ILP).

As part of the ILP, PG&E and the City of Santa Clara have filed with FERC on November 15, 2013 the required Notice of Intent (NOI) and Pre-Application Document (PAD) for the relicensing of the Bucks Creek Project.

These filings mark the beginning of a five-year relicensing process for the Project. PG&E and the City of Santa Clara developed a process plan and schedule for the Project in accordance with the ILP based on the NOI and PAD filing date of November 15, 2013. The PAD includes the process plan and schedule for the project and outlines the specific timeframes, deadlines, and responsibilities of FERC, PG&E and the City of Santa Clara, and other stakeholders in the ILP from the filing of the NOI and PAD through filing of the License Application. By regulation, PG&E and the City of Santa Clara, resource agencies, Native American tribes, and FERC must adhere to this regulatory schedule. PG&E and the City of Santa Clara are committed to working with all stakeholders to ensure the expeditious resolution of any issues. In general, the schedule includes: 1) FERC Study Plan determination in September 2014; 2) First study season in 2015; 3) Initial study report by September 2015; 4) Second study season in 2016; 5) Updated study report due by September 2016; and 6) License application filed no later than December 31, 2016.

Filings throughout the process will be made available to the public on the Documents page of this project relicensing website. The schedule of relicensing meetings will also be included on the Calendar page of this website.

Certain information may be restricted from publication on the relicensing website in accordance with FERC’s regulations protecting Critical Energy Infrastructure Information (CEII), or in cases where the document contains sensitive information (e.g., cultural resource sites, sensitive species locations, etc.). PG&E and the City of Santa Clara will address requests for access to this information on a case-by-case basis, in accordance with applicable law, as needed, during the relicensing process.
